The Member States of the European Union established a consortium in 1992, with London as the centre. With the help of the ERASMUS and later the LINGUA programmes its task was to develop a uniform language test in the languages of the Member States of the European Union. In accordance with the EU unification policy the Member States that formed the consortium wanted to ensure equivalency and recognition of the certificates in each language without having to be validated nationally.
The ECL (European Consortium for the Certificate of Attainment in Modern Languages) was developed in accordance with these aims. ECL exams can be taken in English, French, German, Hungarian, Italian, Polish, Romanian, Bulgarian, Serbian, Slovak, Russian, Spanish, Croatian, Czech and Hebrew.

Language exams in the Hungarian Cultural Centre London
The Balassi Institute Hungarian Cultural Centre London (HCC) is a Regional Examination Centre for ECL. All written and oral exams are held in the HCC (address: 10 Maiden Lane, London WC2E 7NA).
Examinees can prove their written and oral competence both in Hungarian as a foreign language as well as in English. Exams can be taken by people of all ages, ranging from teenagers (from the age of 14) to adults, at four levels: A2 (beginner), B1 (elementary), B2 (intermediate) and C1 (advanced).
The ECL and the UCAS International Qualifications Guide
From 2013 the ECL qualification has been included into the UCAS International Qualifications Guide to provide further information to UK university admissions tutors.
